Recently, the National Energy Administration issued the "Notice on the Construction of Wind Power and Photovoltaic Power Projects in 2019" (hereinafter referred to as the "Notice"). The "Notice" fully implements the spirit of the 19th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 19th Central Committee, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adheres to the new development concept of innovation, coordination, greenness, openness, and sharing, and promotes wind power , Photovoltaic power generation technology progress and cost reduction, to achieve high quality development.
Since the "13th Five-Year Plan", under the guidance of the energy development plan and the renewable energy development plan, my country's renewable energy scale has continued to expand, the technological level continues to improve, and the development and construction costs continue to decrease. At present, some regions have initially provided the conditions for parity to go online . In order to give play to the decisive role of the market in resource allocation, and to further promote technological progress and cost reduction through market-based means, the National Energy Administration issued the "Notice" to further increase the intensity of competitive allocation and clarify the relevant boundary conditions of the project.
The "Notice" puts forward four overall requirements for the construction of wind power and photovoltaic power generation projects in 2019. One is to actively promote the construction of affordable online projects. On the basis of organizing grid companies to demonstrate and implement the power transmission and consumption conditions for parity grid projects, priority will be given to the construction of parity grid projects, and then the competitive allocation of projects that require state subsidies will be carried out. The second is to strictly regulate the competitive allocation of subsidy projects. According to the plan and power consumption capacity, the projects that need to be included in the scope of national subsidies are determined according to the work plan for the competitive allocation of wind power and photovoltaic power generation projects. The competition allocation work plan should strictly implement the principle of openness, fairness and justice, and consider the on-grid tariff as an important competitive condition, and give priority to the construction of projects with low subsidy intensity and strong decline. The third is to fully implement the conditions for power transmission and consumption. Provincial-level power grid companies conduct calculations and demonstrations on the consumption conditions of the newly-added construction scale, do a good job in the connection of power transmission projects, implement the consumption plan, and give priority to ensuring the power transmission and consumption of affordable grid projects. The fourth is to optimize the construction investment and business environment. The provincial-level energy authority verified that the construction and investment business environment of the applied project meets the requirements for reducing non-technical costs, and the National Energy Administration dispatched a regulatory agency to strengthen supervision.
The annexes "Work Plan for Construction of Wind Power Projects in 2019" and "Work Plan for Construction of Photovoltaic Power Projects in 2019" respectively put forward specific requirements for the construction of wind power and photovoltaic power generation in 2019, which will be released together with the "Notice".
